CSYS project & engineering team
CSYS operates under a CEO-led management model with eight functional departments:
Seychelles is our strategic hub for East African island markets, supported by a Shenyang-based resource and technology base with reach across 70+ countries.
Full-cycle BIM modeling and AI-assisted management give precise control over materials, schedule and cost — built for high-salt, high-humidity island conditions.
Design–procurement–construction–operation as a single closed loop, from airports and docks to high-rise buildings and power stations.
New materials, equipment and techniques suited to island climates — reducing waste and long-term operating energy use.
Full compliance with Seychelles land-use, environmental, fire and public-health regulations at every project stage.
FIDIC 1999 Red Book & 2017 Silver Book as execution benchmarks, integrating GB, BS and CE standards.
Local 24/7 bilingual team — 2-hour response for minor faults, 30-minute emergency response for major incidents, with 1–2 year warranties.
From August 28 to September 1, 2025, CSYIC General Manager Bao Jiangfeng, together with Xinji Development General Manager Cui Ying and Business Development Director Li Zilong, completed a five-day working visit to Seychelles. The visit supported the Forum on China–Africa Cooperation’s “Ten Partnership Actions” and the Group’s global “going out” strategy — covering completion acceptance of the new Chinese Embassy residence in Seychelles (CSYIC’s first Ministry of Foreign Affairs project), progress on the steel-structure housing programme, and the expansion of CSYS’s presence in Seychelles’ green-energy sector.
The delegation met with China’s Ambassador to Seychelles, Lin Nan, and Embassy officials to review the completed residence project. On August 31, in the presence of Ambassador Lin, representatives from five parties signed the completion acceptance documents for the new Embassy residence, marking its successful handover — following two days of inspection covering physical quality, appearance, documentation and trial operation, all of which met or exceeded expectations.
The delegation also met with Seychelles’ Ministry of Energy to discuss waste-to-energy, wind and solar photovoltaic projects under evaluation, and conducted site visits to potential solar and wind project locations. In meetings with the Ministry of Housing and the infrastructure authority, the delegation presented CSYS’s steel-structure prefabricated housing pilot — with a first trial building underway and roughly 40 further units planned to follow, a project valued at approximately RMB 150 million — and introduced a proposal for a new Seychelles hospital project, positioning CSYS to engage early at the feasibility stage.
The visit strengthened the Group’s presence in Africa, expanded overseas market opportunities, and supported deeper China–Seychelles economic and cultural exchange in line with the Belt and Road Initiative.
